The story is about being loyal to the truth as a nation, that citizens of a democracy are collectively responsible for what their troops do in war, good or bad. It is based on an incident in December 1942 when the United States was attacked by the Japanese at Pearl Harbor, Hawaii. The attack enraged public opinion and President Franklin D. Roosevelt felt that this was a time when it was necessary to create a war bond that would raise money for the war effort and encourage people to buy bonds and thus help the country during wartime.

The result was the sale of bonds to finance World War II. Mary Pickford and Douglas Fairbanks were two Hollywood stars who helped sell over one billion dollars worth of war bonds.
